What is the notification § 34a?

Training under § 34a of the Gewerbeordnung (GewO) is a basic training required by law for simple tasks in the German security and safety industry and is conducted by the Chamber of Industry and Commerce (IHK).

The instruction section § 34 provides basic knowledge for working in Security service. Participants learn what rights, duties, and responsibilities they have in security duties and how to apply them in their daily work. For many activities in the security industry, this is the required qualification proof, unless a recognized other qualification is available. However, for certain tasks, a practical examination is necessary.

The information is provided exclusively by the Chambers of Industry and Commerce. Interested parties can register with any IHK that offers the relevant dates. Participation is therefore not restricted to the IHK in the place of residence.

How does the 40-hour briefing work?

The notification must include at least 40 lessons of 45 minutes each. Often it takes place as a one-week full-time course. The specific teaching hours for each day are determined by the respective Chamber of Industry and Commerce. The prerequisite is that the participants have German language skills at least at level B1, so that they can follow the content and participate in the lessons.

There is no final exam like the practical exam. However, the IHK checks through discussions and oral and written comprehension questions whether the conveyed content has been understood. For the teaching certificate, participation without absences and sufficient understanding are required. Therefore, mere attendance is not sufficient. A nationwide uniform final exam on the last day of the course with a pass rate of 50 percent is not required.

What content is being delivered?

The course covers the legal and professional fundamentals of security. These include public safety and order law, commercial law, data protection, civil law, and criminal and criminal procedural law. It also covers the handling of weapons, accident prevention, and the basics of security technology.

Another focus is on dealing with people. The participants will discuss behavior in emergency situations, de-escalation, and intercultural competence. This will provide them with the basics to recognize conflicts early on and respond thoughtfully in difficult situations.

For which activities does the information provided suffice?

The notification can, for example, be used for security tasks in Object protection, in the Site security or in the Receiving and gate service sufficient. The actual tasks performed are always decisive. The required qualification cannot be reliably derived from a job title alone.

Furthermore, the teaching certificate alone does not yet authorize employment. The security company must register the security guard in the guard register before the start of the duties; the official reliability check and confirmation of permissible employment opportunities must also be taken into account.

What distinguishes the information session from the skills assessment?

The professional examination requires further knowledge and consists of a written and an oral part. It is required for the following activities, provided that no recognized substitute evidence or a legal exception exists:

  • Control patrols in public transport areas or in residential areas with actual public transport, such as city lanes.
  • Protection against shoplifters, for example as a shop detective.
  • Security in the entrance area of hospitality clubs.
  • Guarding refugee shelters in a leadership role.
  • Security of large events with restricted access in a leadership role.

The general statement that every security guard needs the same qualifications regardless of the location is therefore too inaccurate. What matters is the specific scope of duties.

For the practical exam, neither prior instruction nor a specific preparatory course is required. The preparation can be done independently or with an educational institution. How much time is required depends on the previous knowledge and the individual learning pace. Those who pass the practical exam do not need additional instruction.

What does the information and qualification examination cost?

Fees are determined by the respective Chamber of Industry and Commerce. There are no fixed prices nationwide for both the information session and the skills assessment exam. A voluntary preparation course adds the exam fee to the cost. The available dates and possible waiting times also vary depending on the location and workload.

Therefore, before registering, interested parties should check the current fees, deadlines, and participation conditions directly with the selected chamber of commerce. Early registration makes planning the start of their career easier.

Here are a few ways to identify a reputable security company: * **Licensing and Accreditation:** In many regions, security companies and their personnel are required to be licensed and accredited by government bodies or industry associations. Check for these credentials. * **Reputation and Reviews:** Look for reviews and testimonials from past or current clients. A company with consistently positive feedback and a good track record is generally reliable. You can also check industry-specific review sites or forums. * **Professionalism and Communication:** A reputable company will have a professional website, clear communication channels, and be responsive to your inquiries. They should be able to clearly explain their services, pricing, and operational procedures. * **Insurance:** Ensure the company has adequate liability insurance. This protects both you and the company in case of accidents or incidents. * **Clear Contracts and Pricing:** They should provide a detailed contract outlining all services, responsibilities, pricing, and terms. Avoid companies that are vague about costs or try to pressure you into signing immediately. * **Well-Trained and Vetted Staff:** Inquire about their recruitment and training processes. Reputable companies invest in thoroughly vetting and training their security personnel, including background checks and relevant certifications. * **Experience:** Consider how long the company has been operating and their experience in providing security services similar to what you require. * **References:** Don't hesitate to ask for client references. Contacting these references can provide valuable insights into the company's performance. * **Industry Certifications:** Some companies may hold certifications from respected security industry organisations, which can indicate a commitment to quality and best practices. * **Uniforms and Equipment:** While not definitive, professional uniforms and well-maintained equipment can be indicative of a more organised and serious operation.
